Advise the President, Provost, central administration, deans, directors and faculty on a wide range of policy and policy implementation issues, including implementation of legal advice received by the institution.  This includes interaction with the Oregon Department of Justice and University units to coordinate requests for and receipt of legal services from the Department of Justice.  Specific duties include rule and policy drafting and revision, contract negotiation and drafting, responses to tort claim notices, employment matters, assistance with public/private ventures, and public records requests.

 

Deputy Director, Oregon Water Resources Department

            January, 2000 - January, 2003

 

Responsible for general oversight, with the Director, of agency with dual mission to provide for Oregon’s water supply needs and protect and restore streamflows.  Specific duties included supervision of agency administrators, development and implementation of agency’s new programmatic and policy initiatives, management of agency’s legal affairs, including coordination with Department of Justice, intergovernmental coordination (primarily with other state agencies, federal agencies and Indian tribes), Oregon Plan implementation, and staffing to Oregon Water Resources Commission.

Lead counsel to the Oregon Water Resources Department from 1996 to 2000, and to the Oregon Office of Energy and the Energy Facility Siting Council from 1990 to 1996.  Duties included provision of legal advice to agency Director and administrators on a wide range of matters including rulemaking, contested case hearings, legislative initiatives, and substantive water and energy law matters.
